| LCSB League Information and Rules | ||||||||||
| I. | Basic Information | |||||||||
| 1. | The LCSB is a Netplay / PBM league using HAL "Super Advanced" settings for all play. A two or three week period will be established by the Commissioner for play each month; For PBM play, GM's play only their Road Games. The LCSB strongly promotes all games to be played, however, any games not played by the monthly ending date will be done so using the SOM computer game. The league consists of 162 games, 20 of which are interleague play against the opposite NL division. | |||||||||
| 2. | The LCSB plays both the American and National leagues. Each GM will have one-team in each league. | |||||||||
| 3. | League fees are $20.00 yearly, due by AL draft day. These fees go solely to the league for use to purchase of one computer game, web costs, chat forum, cost of awards, and other incidentals. | |||||||||
| 4. | League consists of seven months, March - September The final day is considered to be 6:00 pm on the Final Saturday of the given month. A schedule will posted on the website. | |||||||||
| II. | League Structure and Policy Making | |||||||||
| 1. | League will consist of three officers: Commissioner, Executive Officer (X/O), & Web Officer (W/O). Each is voted on by the league and has a two year term. | |||||||||
| 1A. | Commissioner manages the league, to include: All league game functions, rules interpretations, awards voting, and acts in the best interest of the league. | |||||||||
| 1B. | X/O is the backup commissioner, handles recruiting, draft days, and the league draft lists. | |||||||||
| 1C. | Web Officer handles the LCSB website, and correctnes of the league rosters. All three serve as the Executive committee for league issues brought by any member of the LCSB. | |||||||||
| 2. | All league rules changes must be brought to a vote by the league members. A 2/3 majority of (voting) GM's are required for a rule change. Rules will be done in October. | |||||||||
| 3. | All computer setting changes require 51% of the league vote for a change. Changes done in October. | |||||||||
| III. | Draft Day Roster Criteria | |||||||||
| 1. | Start of Season (draft day) roster size is 36 players per team. This includes a minimum of 6,400 Plate Appearances (PA), and 1,460 Innings Pitched (IP). Once the draft is completed, rosters can fluctuate, but may never fall below 25 Carded Players, or the AB & IP minimums. | |||||||||
| 2. | Roster sheets must be filled out by each GM prior to finalizing the draft. Failure to do so may result in players being added or subtracted from the GM's team to meet league rules. (LCBS Executive committee will decide) | |||||||||
| 3. | Starting on the 1st day of play (March 1), active major league rosters are 25 carded players per team. During September, All carded players my be activated to the major league roster. | |||||||||
| 4. | Roster changes are not allowed after the 1st play date of any given month. | |||||||||
| IV. | Major / Minor League Criteria | |||||||||
| 1. | Hitters: Any hitter who has 349 PA's or less is eligible for the minor leagues. Hitters with 350 PA's or more must be on your major league roster or pass through waivers to be sent to the minor leagues. | |||||||||
| 2. | Pitchers: Any pitcher who has 119 2/3 IP's or less is eligible for the minor leagues. Pitchers with 120 IP or more must be on your major league roster or pass through waivers to be sent to the minors. | |||||||||
| 3. | Waivers: If a GM attempts to pass a player through waivers, the players will be eligible first to the team with the worst league record, and so on. GM must present (e-mail league) player at least 72 hours prior to the beginning of a month, or the player will be required to stay on the active roster. | |||||||||
| 4. | Any claimed player must remain on your 25 man roster for the entire season. If no claim is made, the player is eligible to be placed on your minor league roster. | |||||||||
| 5. | Any player who has used up his allotment of PA or IP may be sent to the minors without going through waivers. | |||||||||
| V. | Player Usage Calculations and Limits | |||||||||
| 1. | All players receive 10% added onto their PA's & IP's. | |||||||||
| 2. | PA's are determined by adding the hitters Walks and At-Bats together as shown on their Strat Card. | |||||||||
| 3. | IP's are determined solely by the amount of IP as shown on their Strat Card. | |||||||||
| 4. | The listed above is the limit that a player can be used in LCSB. Penalty for negligent over usage (5%) is loss of the player and possible forfeiture. The games count as losses in the seasonal standing, and wins/or losses for determining draft position. Continued violation of this rule will constitute removal from the LCSB. | |||||||||
| 5. | It is each GM's utmost responsibility to monitor their player's usage. At any time, the Commissioner, if deemed to be in the best interest in the league, has the authority to automatically: A) Change any lineup or rotation, or: B) Move any player(s) that pushes overusage, into the minor leagues, and add any player to the Major league roster.. HAL will decide how to play the team, unless/until the GM gives specific roster adjustments and playing criteria. | |||||||||
| VI. | Player Usage Rules | |||||||||
| 1. | LCBS uses the combined card for players who played on more than one team. Other cards are discarded. | |||||||||
| 2. | AL (and AL home parks for interleague) uses the DH, NL (and for NL interleague home games) does not. | |||||||||
| 3. | LCBS uses the following rules for defensive usage. | |||||||||
| A. OF - Follows the Strat-O-Matic rules. If player has no OF defense, use 5(+5) e-max. | OF - Follows the Strat-O-Matic rules. If player has no OF defense, use 5(+5)e-max | |||||||||
| B. 1B - Anyone can play, if position not listed on card, use 5e-max. | ||||||||||
| C. C, 2B, 3B, SS - Only players with these ratings on their card can play these positions. Forfeit for violation. | ||||||||||
| 4. | Starting Pitching must use a minimum 4 man rotation, no matter how short his previous outing. Forfeit for violation. | |||||||||
| 5. | Starting rotations must be preset in the computer manager for each game played. | |||||||||
| 6. | Pitchers with a #, /, ^, or * on the lineup screen cannot be used as a reliever. These are scheduled starters. | |||||||||
| 7. | Starting pitchers must pitch a minimum 5 innings unless they are tired (F8) or have given up 3 or more runs. | |||||||||
| 8. | GM's may add or subtract a legal player position in the computer at anytime by E-mailing the Commish. | |||||||||
| 9. | Only a pitcher with a starting rating can start. | |||||||||
| 10. | Any carded pitcher can relieve. To determine tired rating, subtract (four) from the starting rating. Closer rating is N. | |||||||||
| 11. | LCSB uses the "Pitch Count" rule for pitching effectiveness during series. 15 days rest will be reset between series. | |||||||||
| VII. | Calendar of Events | |||||||||
| 1. | October 31st, 11:59.59 PM. 22 player protected roster (and cuts) must be submitted to league members. | |||||||||
| 1A. | (Effective October 31 2010, the league will be going to 24 players proteced rosters, including ML players.)) | |||||||||
| 2. | 2nd Saturday in December. AL Draft. | |||||||||
| 3. | 2nd Saturday in January. NL Draft. | |||||||||
| 4. | 1st Day of month (Mar - Sep) Monthly Strat play begins. | |||||||||

| 7. | July; - MLB All-Star game. The LCSB uses this game to determine World Series HFA. | |||||||||

| 9. | August: Usage Draft. 2 round e-mail draft allowing GM's to draft 2 carded players from the league draft list not currently on an LCSB team, for use in September's games only. Players drafted in the Usage Draft are instantly considered "waived" at the end of the season, cannot be traded, nor can they be used during the playoffs. | |||||||||
| 10. | 2nd Saturday in September. NL Minor League Draft 2. | |||||||||
| 11. | October 1st. League awards voting. Totals Revealed after World Series is over. | |||||||||
| 12. | October. Playoffs. Both the AL & NL playoffs and the World Series are played via Netplay. | |||||||||
| VIII. | Regular Drafts | |||||||||
| 1. | Draft list will be provided by the Executive Officer (X/O) by November 15th. The X/O will determine when the list is final, no later than one week before the draft. Corrections to the list must be made before this date. | |||||||||
| 2. | Draft will be a minimum of 14 rounds, with the draft order determined by W-L record from the previous year, worst going first in each round; 2-14+. Ties are decided by head-to-head competition with the worst record going first. 3rd criteria is a coin flip. | |||||||||
| 3. | ***Round one will be seeded: 5, 6, 7, 8, 9, 10, 4, 3, 2, 1. This is to promote winning and reduce blatant player dumping. | |||||||||
| 4. | Draft time is 90 seconds per pick, at 91 seconds the pick is forfeited. The League Timekeeper will strictly uphold policy. | |||||||||
| 5. | Mandatory Breaks will given after the 5th & 10th rounds or when the Officers need time to catch up. | |||||||||
| 6. | You may only draft in your slotted postiion(s). If you skip your pick, it is forfeited for that round. | |||||||||
| 7. | If necessary, a dispersal draft will take place for any players waived to get to the 36 roster limit size. | |||||||||
| 8. | Draft starting time is 8:00 AM Pacific. Any GM not in the league chatroom for their pick will be drafted for using the procedure in line 10. | |||||||||
| 9. | Ballparks changes are done first. Worst record from previous year has first choice. | |||||||||
| 10. | If a GM is unable to attend the draft and does not have a suitable replacement, their team will be drafted for in the following manner: The first 3 picks, regardless of round, will be made directly from John Lamanna’s rookie list in order of 1st available. The following picks will be chosen with consideration only given to ip’s and ab’s, beginning with pitchers (SP’s then bullpen) and continuing through the positions 2-9. The player with the greatest amount of ip’s or ab’s for that position will be picked regardless of talent. Once all ab and ip needs are filled, the Lamanna’s list will be brought into play again for the remainder of the picks involved. No GM, including the commissioner, shall be put in the position of making management decisions for another team. Continued circumstances of not being able to attend to the basic functions of being a GM, such as attending the drafts will be cause for the Officer Team to remove the GM from the LCSB. | |||||||||
| 11. | The draft board on the league website will be updated after every single selection is made! It should be utilized to keep track of your position and accuracy in the draft and to keep yourself updated of who has already been selected. | |||||||||
| IX | Minor League (ML) Drafts | |||||||||
| 1. | Draft list will be furnished by the league by Feb 1. Once the list is submitted it is considered final. No additions can be made | |||||||||
| 2. | Draft will be 2 rounds, first round determined by a weighted lottery, worst record with best odds. Round 2 will be in worst-to-first order. Ties will be broken by head-to-head record, then by a coin flip if necessary. | |||||||||
| 3. | Players available for the ML draft will be pulled from the previous years AA & AAA rosters. Only players who have never appeared in a Major Game and have appeared as high as AA and AAA will be available as a ML draftee. | |||||||||
| 4. | Draft dates: AL 2nd Saturday of March & July. NL 2nd Saturday of May & September | |||||||||
| 5. | Draft times: 7 AM PST in the league chat room. GM's or their stand-in must be present to draft. | |||||||||
| 6. | Ballpark changes will be done 1st, according to standard ballpark drafting policy | |||||||||
| X | Trades | |||||||||
| 1. | Trades are highly encouraged, are a big part of being a good GM, and must follow certain procedures. | |||||||||
| 2. | All trades must be e-mailed to the entire league and entered into the league Forum. | |||||||||
| 3. | On most occasions, trades will be posted within 48 hours to the web site. | |||||||||
| 4. | Trades will be accumulated in the forum and on the league web site during the calendar year, and are available for each GM to review. | |||||||||
| 5. | All trades must involve either current roster players or draft picks at the time the trade is made. | |||||||||
| 6. | NO "player to be named later" deals are allowed | |||||||||
| 7. | Players traded after 11:59 pm on July 31 are not available for playoff rosters. | |||||||||
| 8. | All trades by GM's in their 1st year in the LCSB will be reviewed & scrutinized by the Officer Committee. Prior approval is encouraged. If a League Officer is involved, a 3rd party will be selected as part of the committee. This is done to ensure a solid understanding of LCSB value. | |||||||||
| 9. | All trades are subject to review by the LCBS executive committee. (Commish, X/O, W/O), and may be voided if not deemed to be in the best interest of the league. However, trades will not be voided because a GM has not done his homework or a non-LCSB incedent occurs. | |||||||||
| 10. | As the year progresses towards the playoffs, trades will become more & more scrutinized, especially between contending & non-contending teams. Gross "Dead Card" player dumping is not in the best interest of our league. | |||||||||
| 11. | Any GM with a trade concern can RED FLAG the Commissioner for the Officer Team to review. Please don't run to the other GM's crying foul, it's bad for the league. The Officer Team will review and respond accordingly. | |||||||||
| 12. | All trades are final after review. | |||||||||
| 13. | All interleague trades between the same GM or any open team requires league vote approval. Contact the commissioner for details. | |||||||||
| 14. | ML players may be traded, but ML picks may not. | |||||||||
| XI | League Playoffs and Championships | |||||||||
| 1. | The LCBS Champion is considered the winner of the World Series, and receives the Championship Trophy, League GM Signed Ball and Ball Holder. | |||||||||
| 2. | League playoff teams are comprised of the two division winners and two wild card teams. | |||||||||
| 3. | Divisional playoffs (1st round) series are best of five. (2-2-1 method) | |||||||||
| 4. | League Championship and World Series are best of seven. (2-3-2 method) | |||||||||
| 5. | Settings will be determined by best record / worst record pairings. Teams from the same division can not play in the divisional series, and thus the pairings will be changed to accommodate this situation. | |||||||||
| 6. | Home field advantage goes to the team with the best regular season record. Wild card team is always road team. | |||||||||
| 7. | World Series home team is determined by the league winner of the All Star Game. | |||||||||
| 8. | 15 days off will be issued during each off day in all series. | |||||||||
| 9. | Netplay issues. It is each GM's responsibiliy to be able to host Netplay in the playoffs. If neither team can host, the two GM's will need to resolve the issue in their own way, or the games will be played by the Commish using HAL. | |||||||||
| XII | Playoff Usage | |||||||||
| 1. | Divisional Series: Hitters are limited to 5% of their PA's & pitchers 8% of their IP. | |||||||||
| 2. | LC & WS: Hitters are limited to 7% of their PA's & pitchers 10% of their IP for the divisional series. | |||||||||
| 3. | Pitchers must have 4 days off between starts. (Days off count). | |||||||||
| 4. | Penalty for overuse - Forfeit of series. | |||||||||
| 5. | Players must be on your roster as of July 31st 11:59 pm to be eligible. | |||||||||
| XIII | Additional Rules & Stuff | |||||||||
| 1. | LCBS uses all of the Super-advanced rules, with exception to the following. | |||||||||
| A. Pitchers can pitch every 4 days with or without the * rating. | ||||||||||

| 4. | Egos are involved and will tested from time to time. LCBS is built around adult behavior and has a ZERO tolerance policy about poor attitudes and sportsmanship. Please remember that the enjoyment for all can be ruined by these factors. Take time to help your Co-GM's whenever necessary and make the LCBS the best league possible. | |||||||||
| 5. | Final notes. The league rules above are designed to give basic details on our league and how we operate. They are by no means the complete bible to cover all of the situations that incur. Remember that the spirit of the game and continuing common sense always prevails. GM's who cannot demonstrate these qualities will not be part of the LCSB. | |||||||||
